Dr. Ernest Dale Cantley, DPA
President


Ernest Dale Cantley was born in Beckley, West Virginia, on February 3, 1944. Currently, he is a member of Central Baptist Church in Daytona Beach, Florida. His academic achievements include: an Associates Degree in Arts from Beckley College, Beckley, West Virginia in May, 1968, a Bachelor of Science Degree in Psychology from Morris Harvey College, Charleston, West Virginia in August, 1970, a Masters in Social Work from West Virginia University, Morgantown, West Virginia, 1975, and a Doctorate of Public Administration from Nova University, Fort Lauderdale, Florida, June, 1986. In addition, he obtained special training in management from the American Management Association, and special training in addictions from Rutgers University (1973) and Addiction Research Institute, University of Toronto (1973).

In his professional career he has served as an X-Ray and Cardio-Pulmonary Technician for the U. S. Department of Public Health and Appalachian Regional Hospital from 1963 to 1970. In January 1970, Dr. Cantley entered the addictions field at Appalachian Regional Hospital, Beckley, West Virginia, and ended an eight year tenure in the Position of Director of Phycho-Social Services (Alcohol, Drug Abuse, Psychiatry, Social Work and Vocational Rehabilitation) for this 220-bed general hospital. In 1978, he relocated to Daytona Beach, Florida, where he served as Associate Director for the Mental Health Board of HRS District IV for two and one half years.

Currently, he is President of the Leon F. Stewart-Hal S. Marchman Center, Incorporated, with a staff of 350 and a budget of thirteen million dollars.

In addition to his responsibilities to Stewart-Marchman Center, Dr. Cantley has been instrumental in various legislative reforms and rule development projects for the addictions system in the State of Florida during the last twenty-five years.

Dr. Cantley was elected to the position of President of the Florida Alcohol and Drug Abuse Association in 1986, and President of the Florida Juvenile Justice Association in 1997-1998 - each considered one of the highest honors to be bestowed upon an addiction professional within the State of Florida. Presently, Dr. Cantley serves as Chair of the Department of Juvenile Justice Quality Assurance Task Force, Alcohol and Other Drug Committee of the Child Welfare League of America, President New Century Institute, President Halifax-Fish Associates, on the board of Keep Kids Drug Free Foundation, First Coast Management Services, Inc., Daytona International Speedway Checkered Flag Committee, Rotary, Greater Daytona Beach Area Civic League, and a Bethune-Cookman College Trustee.
